Partnered Assessment Providers (PAPs)

Partnered Assessment Providers (PAP) are organisations that provide assessment of an individual’s knowledge, skills and achievements at the industry standard.

The process recognises the merit of the individual not the training process.


To be a PAP one must:

  • Be an organisation (e.g.incorporated body, company, university, entity etc.) OR an individual approved by the National NOLRS Sub Committee and ratified by the OCA Board.
  • Provide a Certificate of Currency for Public Liability (indemnifying the Outdoor Council of Australia) and Professional Indemnity Insurance.
  • Have clearly documented assessment processes.
  • Have documented minimum qualification/skill requirements for assessors.
  • Have documented review procedures of assessment.
  • Have formal assessment record keeping procedures.
  • The National NOLRS office of the OCA will also maintain records.


PAP's are authorised by the OCA to assess the current competence of outdoor leaders seeking registration in the National Outdoor Leader Registration Scheme.

Check out the new PAPs for Mountain Biking, Rafting and Challenge Ropes

The Munda Biddi Foundation, Dwellingup Adventures and Fairbridge are all now Partnered Assessment Providers (PAPs) for the activities of Mountain Biking, Rafting and Challenge Ropes (High Ropes) respectively.

Munda Biddi Foundation (Mountain Biking)
The Munda Biddi Foundation is a Partnered Assessment Provider (PAP) for Mountain Biking.
Those wishing to register for NOLRS Mountain Biking can now attend a Munda Biddi course and gain units of competencies towards their NOLRS registration.

Dwellingup Adventure (Rafting)
Dwellingup Adventures is a PAP for Rafting.
Those wishing to register for NOLRS Rafting can now attend a Dwellingup Adventures course and gain units of competencies towards their NOLRS registration.

Fairbridge (Challenge Ropes - High Ropes)
Fairbridge is a PAP for Challenge Ropes (High Ropes).
Those wishing to register for NOLRS High Ropes can now attend a Fairbridge course and gain units of competencies towards their NOLRS registration.
